*All Vietnamese tour operators dealing with international travellers are required to obtain an international operating license from the Vietnam government. An important factor when obtaining an international license is the legal obligation to open a secure account at a Vietnam state bank and deposit a Cash Bond of 250 million VND (Vietnamese Dong) to be used solely for the purposes of compensation. The Vietnam National Administration Of Tourism is a compulsory signatory. This means a withdrawal cannot take place without official government authority.
